resolves #114

Adds the capability to load a filter from a URL that has the filter embedded in it. This makes it easy to re-import or update a cloned dataset with additional data if the metadata changes or the files imported are updated.

Done:

• Added a Metadata tag to folders that are cloned using a filter to store JSON data for the filter.
• In DIVE added ability to open the filter directly when looking a cloned filter

TODO:

• Update the URL or provide a copy button or sharing/saving the current filter. Not sure if I want to update the URL in real time or make it so there is only the ability to copy a link
• Add into Girder a button for a cloned folder so you can view the DIVE Metadata Filter much like viewing the metadata or the opening in DIVE.
• Double check the cloning functionality for a metadata filter to make sure it doesn't duplicate folders.
